SAE papers cited in IEEE format lose report number

I can easily add an SAE technical paper to Zotero (for example http://papers.sae.org/940913) and it comes in as type "Report." However, when I cite it and create an accompanying bibliography in IEEE style, the citation loses the report number (in this case 940913) which is pretty much the most important identifier for an SAE paper.

This is how it looks with IEEE style:

J. A. Neptune and J. E. Flynn, A Method for Determining Accident Specific Crush Stiffness Coefficients. Warrendale, PA: SAE International, 1994.

However, other style(s) seem to retain the report number, Like APA 6th Ed:
Neptune, J. A., & Flynn, J. E. (1994). A Method for Determining Accident Specific Crush Stiffness Coefficients ( No. 940913). Warrendale, PA: SAE International. Retrieved from http://papers.sae.org/940913

Can the IEEE style format be changed to include the SAE report number in the citation? Thank you.

    See the "Reports" section on page 7 of the 2nd link. In general they say: "name and location of the company or institution after the author and title and to give the report number and date at the end of the reference"
