Refencing author-less works

How do I prevent zotero from automatically adding an 'Anon' author in the references? For example I'm trying to reference an Act of Parliament, as follows:

Road Traffic Reduction Act (1997) London: HMSO.

Zotero seems to insist on putting in an author however, and I end up with

Anon, 1997. Road Traffic Reduction Act, London: HMSO.
  • that's style dependent. Some styles use anon, other styles use the title as author instead.
    APA for example uses the title, Chicago (author date) uses Anon - usually that's as required by the style guide, though there could be mistakes.
  • I've already got the doc set to Harvard, which according to this http://libweb.anglia.ac.uk/referencing/harvard.htm requires the first citation I have set out above. Is this a result of zotero not having a document style for Acts of Parliament? I can't find any document style that doesn't require an author. Regardless, is there a solution?
  • couldn't you just put the title in the author field as a single field author?
    Otherwise - switch to a style that uses the title instead of anon - such as APA.
