Lower/Upper Case Menu

I have recently upgraded to 2.1b7 and since then the lower/upper case Menu that appears on doing right click on the title field does not appear. Instead a strange box appears that displays a small scroll bar.

What could be causing this problem?

Thanks Gracile for these links. I expected that this should be a known issue but could not find it reported myself.

For the recorded I have FF 3.6.14 on Windows 7.
