Upgrade StorageCan you allow users to edit items but not the collection folder structure?

I thought I would ask whether this is currently possible before adding it as a feature request. From what I know this isnt possible.
We have worked with a range of Australian organisations who are now using Zotero to manage environmental information.
In our experience administrators of these group libraries want to allow members to add new material (items), however they do not want them to be able to edit the collection and sub-collection folder structure. This is because the structures tend to become a mess over time if they are not centrally controlled and this affects the usability of the library.
Agreed business processes would deal with this, but is there a way to technically stop users from altering the folder structure but still allow them to add/edit items within the folders?
