Tags inconsistently applied to an item AND to its attachment

Hey everyone,

When I was just starting to use Zotero I think I may have applied tags to attachments (PDFs) rather than to main entries, and for that reason I now have entries that have certain tags while their attached PDFs occasionally have different tags.

Is there a way to tell Zotero that I only want items to have tags, and not attachments?
