Upgrade StorageUR field in RIS makes a note attachment

I'm importing a database from and RIS file. Web links to the docs are specified by the field "UR" and when I import, the Zotero item correctly has the url, but it also has a child note with the url as the title of the note. This has made my library much larger than needed and I think that the addition of the note is unnecessary.
Is there a way to disable this? Is this a bug?
