It doesn't address your immediate problems, but the next version of Zotero (2.1) will embed explicit date format definitions in the styles and associated CSL locale files, and Zotero itself will offer improved control over the locale used for generating output. Version 2.1 is still in early development, but you can look forward to a smoother experience when it is released.
