Upgrade Storagezotero:// links silently do nothing on Windows 11 (Zotero 10.0.7)
Zotero 10.0.7 (x64), Windows 11 build 26200. Any zotero:// URI does nothing — neither zotero://select/library/items/ nor zotero://open-pdf/library/items/?page=1&annotation=. No error dialog, no console message.
Already verified not to be a Windows/registration problem:
HKCR\zotero\shell\open\command = "D:\Zotero8\zotero.exe" "%1", binary matches the running process, URL Protocol key present.
Running zotero.exe "zotero://select/library/items/XWFC3A7B" from cmd: the new process exits in 0.51 s with code 0, i.e. the handoff to the running instance succeeds.
Zotero is not elevated; main window visible, not minimized.
Local API is alive: http://127.0.0.1:23119/connector/ping → 200 "Zotero is running"; /api/users/0/items returns items normally.
Item/attachment/annotation keys all exist in the DB; the attached PDF exists on disk (linked file, non-ASCII path).
Persists across a full restart of Zotero.
