Note citations: page-range locators never navigate; navigation silently fails when the PDF is alread

Environment: Zotero 10.0.6 (standalone, en-US) — macOS 27.0.1 (26A434)

Both issues concern clicking citations inserted into notes (Insert Citation → page locator)
while a PDF attachment exists for the cited item.

Issue 1 — page-range locators don't navigate.
1. In a note, insert a citation to an item with a PDF attachment and set the page locator to a range (e.g. "75-80").
2. Click the citation in the rendered note.
Actual: nothing happens; the PDF reader does not move to (or open at) page 75.
Expected: navigate at least to the first page of the range (same behavior as a single-page
locator). With a single page ("75") the click works as expected, so range parsing appears to be the failing step.

Issue 2 — navigation fails when the reader tab is already open.
1. Close all reader tabs for an item.
2. Click a note citation with locator "42" → the PDF opens and scrolls to page 42 (works).
3. Keep that PDF open, move to another page, then click another note citation with a different locator → the reader does not scroll to the target page (silently no-ops).
Expected: clicking a note citation always brings the (possibly already-open) reader to the
cited page.

Impact: note-based study/reading workflows depend on citation chips being reliable page jumps; both behaviors force readers to locate pages manually. Workaround currently in use: single-page locators only + keeping the PDF closed, which is not scalable.
