Upgrade StorageZotero with OneDrive - groups

I'm working in a research team within an institution that has a license for another research management program, so we are not able to get funding for Zotero Storage (plus, we are in the EU and should be using GDPR-compliant storage, esp. if there is every any protected data in our research notes). I am looking into creating a group library for us in Zotero, which I've used for over a decade, because I find that other program very clunky to use. My personal storage, which is synced via Zotero, would quickly fill up with the group files and exceed my 2GB quota.
As far as I understand, linked files will not work in groups. Is there a solution for us other than having a single (i.e., not group) library that is stored on Onedrive/Sharepoint and accessed individually by team members who are all logged into the same Zotero account? I'm worried about annotation/metadata editing conflicts in that scenario.
I asked our IT if there are any WebDAV capabilities locally but I don't think there are. Any ideas or suggestions very welcome!

adamsmithI'm afraid there just is no option for file storage in groups that isn't Zotero File Storage (WebDAV doesn't work for groups) unless you run your own Zotero server, which you likely don't want to
