A single citation refuses to shorten

Hello! I'm currently facing a problem where Zotero is successfully shortening subsequent citations for every source in my document except one—it stubbornly continues to include the publisher and date of publication in each subsequent citation after the first for this specific source, and refreshing or changing citation style has not been able to overcome the problem. (The way it lists the publisher is also inconsistent; it varies between "Harvard University Pr." vs. "Harvard University Press" in the screenshot below.) This is the only source in the document experiencing this issue, even when the shortest Chicago citation style is applied.

I will also note that this source only has one instance in Zotero—there are no duplicate entries that could be causing the problem. With all that in mind, what could be causing this?

This is definitely a duplicate -- note that it's possible to end up with a duplicate in a document without one in your library. In your library, check if you have the publisher as Pr. or Press, then delete the one that is _not_ in your library and re-insert it from your library
