Is there a way to create a new type of reference in Zotero?

I often work with legislative debates (Hansard) which require a particular kind of formatting for the bibliographic entry. Am I overlooking something or is there a way to create a custom template for a reference?

You cannot change the items in Zotero.
That's why Juris-M existed, to adapt Zotero for legal citing.
