How to fuse notes?

I’m having some trouble fusing notes when I read, because I highlight some phrases at the pdf I’m using, then u select different phrases i have already highlighted so that I can fuse them in order to have a larger and more organized note but it won’t allow me; it’s shown an option that says’fusionar’ But its not allowed to use. Can u please help me?
