Upgrade StorageSnapshots cause browser to hang

I am trying to save a web page using Zotero. I am on MacOS and have tried with both Safari and Chrome. All items (MacOS, Safari, Chrome, Zotero, and Zotero Connector) are up to date. I have tried restarting Zotero, the Browsers, logging out and in to Zotero, and completely rebooting.
The page is https://www.brookings.edu/articles/raj-chetty-in-14-charts-big-findings-on-opportunity-and-mobility-we-should-know/.
An item is created in Zotero, but the snapshot doesn't finish (I have let it run for ~10 minutes). Since it happens with both browsers, I'm thinking maybe the website doesn't allow snapshots or copying of pages.
