Unable to fetch PDFs from some ACM links

I am unable to fetch PDF files from some ACM Digital Library links, while other ACM links work correctly.
For example, the following ACM link cannot be fetched successfully:
https://dl.acm.org/doi/10.1145/3613424.3623775
