Upgrade StorageFailed to load resource: the server responded with a status of 403 ()

When I log in zotero.org, nothing shows up on my web library.
From Chrome console, this error showed up.
Failed to load resource: the server responded with a status of 403 ()
Just like other discussion potings, it seems the IP is blocked. However, I am using a computer on campus and nearly 100 universities in Taiwan are behind it, which means most universites in Taiwan region are not able to access zotero.org.
How can we resolve this issue?
