This doesn't have anything to do with the data directory or application files. Please just let us help you before trying drastic steps.
This could happen if you tried to copy the Zotero profile folder from another computer and there's a problem with the permissions.
It would be very surprising if you were getting this on a new computer with no existing Zotero files, unless there's third-party security software that's interfering with Zotero.
If you have an existing Zotero profile folder, you should either fix its permissions (File → Get Info in Finder) or delete it and let Zotero recreate it. The profile folder stores settings and plugins, not data.
Note that you have to hold down Option when opening the Go menu to access the Library folder.
