Importer or ISBN for Department for Work and Pensions (DWP) Research Reports

Hello, I wonder whether anyone could help me with this.

Whenever I try to add a DWP research report (listed here: https://www.gov.uk/government/collections/research-reports) that has an ISBN to Zotero, Zotero doesn't recognise the ISBN and I wonder why that is. Further I wonder whether anyone has any idea how to build a Zotero importer for DWP research reports and similar grey literature. It would make citing these materials a lot easier for me.

    ISBNs are imported via library catalogs (there's no central database of ISBNs like there [mostly] is for DOIs) and I'm guessing libraries don't tend to hold and catalog these.

    In this particular case, there's very little structure information on the reports, so I'm not sure a translator beyond what's already imported would do much. Generally, it's possible to request translators
