Group members not seeing library items

Upgrade Storage
This is the use case I'm after; "Data syncing syncs library items, but doesn't sync attached files (PDFs, audio and video files, images, etc.).
My sync settings look like this

The individuals in the designated group see "No items in this view". What more do I need to do to sync? Do all of group members have to be set to "owner" in the group?
Do I need to reset sync?
(Related question: Do the group members need the Zotero desktop app or can they use web Zotero to access the shared library?)
I'm not totally clear what the issue is that you're describing. If you're saying that group members aren't seeing items you've added to the group, see Changes Not Syncing.
The individuals in the designated group see "No items in this view".
(Per your instruction, I changed the syncing files settings re my personal settings and the group settings, thanks.)
Does Changes Not Syncing still apply? No one is seeing anything in the group library, not even me, the owner. My view of the group library:

I'm not really clear what you're expecting here? Your one group library is just an empty group library that's never had any data added to it.
How do I move the content into the group library if not by syncing?
