Writer extension - from Edit/Add Citation to show collection

A number of XFCE workspaces in use.
Writer placed on one XFCE workspace while running Zotero app on different one.
User decides to edit/view one citation found in document text. In Writer they place insertion point onto citation reference field, push the button on toolbar Add/Edit citation. In citation editor dialog they navigate to top bar with library entry linked to citation presented. They roll down that gui element and click on Show library. Procedure results in Zotero app window be shifted from its original xfce workspace to the workspace the Writer window runs in. This highly annoy cause user made windows distribution to a number of workspaces not for this purpose.
Is it Zotero app or XFCE who shifts Zotero app to different window?
GitLab Duo proposes (among others) to take a look for Zotero preferences related to window behavior. However it doubts for Zotero app to have comprehensive control over this. Can you confirm that conclusion please? DeepWiKi Devin analysing Zotero code-base confirms that Zotero implements quite limited set of window management and I should rather consult XFCE code-base while on the search for problem reasons.
DeepWiKi Devin ran on xfce windowing code base hinted that XFCE windows manager Tweaks, the tab Focus is the proper instance to reach out when on search for needed fix. Old setting was Bring window on current workspace, the new one's sound is Switch to window's workspace. The switch from old to new fixes this problem. However old one has been activated once upon a time for other scenario - opening a file in e.g. text editor or web browser. These two scenarios are on collision.
