tag selector disappeared

The tag selector in the right panel has disappeared from my screen and I can’t find a way to manually add tags. The tags appear in the box on the lower left. In an old post I found directions to hit control-shirt-T and tried that, but it didn’t work. Does anyone have an idea? Thanks
