Upgrade StorageGroup settings for Pre-7 and pre-8 Libraries

We have a group library with users on different versions of different operating systems.
Sometimes a group member advances their version of Zotero, and this makes library changes. This has impacts on other members who are for one reason or another pegged at a particular Zotero version. I am wondering if we can block group library changes by users advancing users by setting a minimum compatibility for the group library.

dstillman Zotero TeamNo. To continue syncing, people need to stay up to date. There’s no guarantee that an old version will even continue syncing with Zotero servers.
