Upgrade StorageAlways failure to retrieve WHO documents

I always had a problem, that I thought it was isolated to one or two documents, but then repeated consistently. Any document or file on the website of the WHO, zotero could not retrieve, by browser tool, manual or through the PDF. Each page of these documents has an ISBN. Zotero could not know. Here is a recent example: ISBN: 978-92-4-011577-4
From this page: https://www.who.int/publications/i/item/9789240115774 / The PDF is an open access, and Zotero could not retrieve data when PDF was imported. Anyone faced this problem? My solution was always to enter the metadata manually. Regards.
