Copying text from a PDF and pasting into another document, bad formatting?

I'm new to Zotero, trying to get up to speed....I am trying to load a PDF with OCR into Zotero, and later copy text from the PDF and paste it into another document. The formatting does not seem to work correctly when pasted from Zotero.

I have a PDF file that is a scan of a memo, which has already been OCRed.

a. I can drag that PDF document to a Chrome window, select and copy text, and successfully paste it into another app. Impressively, Chrome does not insert line breaks, so a paragraph of text pasted into the new document can easily be edited.
The first few lines of a selection look like this:
"Recently, BWL, RM4 and myself discussed the problems of interfacing the LOCAL and ETHER networks. This memo describes a rather general proposal for introduction of a message format standard which emerged from the discussion. The adoption of the standard would enable us to..."

b. I can take the same PDF document and open it in Apple Preview or the Adobe Acrobat app, select and copy text, and paste into another app. Unfortunately, Preview and Adobe insert line breaks, so the text is correct, but harder to edit:
"Recently, BWL, RM4 and myself discussed the problems of interfacing the
LOCAL and ETHER networks. This memo describes a rather general proposal
for introduction of a message format standard which emerged from the"

c. I can take the same PDF document and drag it to Zotero. It is able to scan it and create some meta data -- it finds the author of the memo, title, etc.
But when I try to select and copy text in the PDF, and paste it into another app, it is not correct:

I've tried this multiple times, and seem to get the same bad outcome.
Am I doing something incorrectly?
