[FEATURE REQUEST] Tag substring autocomplete in the Desktop Item Pane

Bless you all for your hard work on Zotero 8! I love the new webclipper tag autocomplete behavior.

However, given the recent Zotero 8 update to the Web Clipper behavior, the last remaining place where Zotero doesn't autocomplete tags using tag substrings is in the desktop Item Pane. When I tag items using the desktop Item Pane, autocomplete only works if you type in the beginning of a tag. For example, typing "AI" brings up, inter alia, "AI risk", but it doesn't bring up "Risk of AI". This makes it easy to inadvertently create near-duplicate tags that ought to be a single tag, and for items to get "lost" because I search for "Risk of AI" instead of "AI risk" or vice versa.

Request: Switch the Item Pane tag autocomplete to case-insensitive substring matching (or provide a preference to choose prefix vs. substring).
