Upgrade StorageDesktop has files, sync works, Zotero web doesnt have file ID D43909859

I'm having an issue with Zotero. I have 800 MB of local data, and all files and metadata are visible on the desktop app. However, on my iPad, I only see some files—metadata is present, but the actual files are not. The Zotero web also shows only metadata without the files.
The SYNC on my desktop seems to work, when I hover it says sync with zotero, last sync: XX sec ago... but the links (that exist localy) don't sync to the web.
I have 2000 MB of storage and am only using 12%. so storage space is not the issue aswell.
How to make all files sync to web so I see them on Ipad?

Yes, I did accidentally purge storage at some point. but im not sure these are files missing back from that point...
I reached stage 5, cleared sync history, reopened, and the files still didn't sync.
