Upgrade Storage[DISREGARD] iPad either scrolls or highlights, not both

Just started having this issue. In the latest iPadOS and Zotero app, when selecting the highlight tool, trying to move the page with one singer causes a highlight. It won’t move the page. Turning off the highlight tool, the page can be moved with one finger or use pinch to zoom.
Expected behavior is that I can use an Apple Pencil to highlight a passage and my finger to scroll the page. This has worked for me for 8+ months.
