Yes, it's not available on file:// URLs, which are files you've already downloaded to your computer. Adjust your browser settings to show PDFs at the original remote (http/https) URL rather than downloading them:

(You should also save from the article page itself when possible.)

If you have a file that's already on your computer, you can just drag it into Zotero.
