Is there a way to change the citation numbering sequence for every page?

Hi, I'm writing my thesis with Zotero this year, and I started using the Vancouver style for writing my citations, but I had an issue. I want every page to start citing numbers from 1 (that's the way my university works with citations).

Is there a way to change the numbering sequence for every page??

Is your university expecting the references to beat the bottom of each page (so footnotes, rather than citations)? Otherwise, how is the 1 on one page distinguished from the 1 on another page?
