Search and Replace not working for -- to em dash (D2059105048)

I am unable to search for "--" (double-hyphens) and replace them with em dashes. I have tried it in troubleshooting mode--all plugins disabled. No luck. It acts as though it can't find the double-hyphens, though they're there.
