How to make Public Library PDFs downloadable

I have a public library and I want viewers to be able to view and/or download PDFs without having to login. Is this possible? If so, what settings do I need to change so that this can happen?

    Not possible. Zotero doesn't want to handle the inevitable copyright takedown requests, so no file sharing in public open groups
