Cannot page through PDF Preview in Attachment Info Pane

When I hover over the PDF Preview in the Attachment Info Pane, 2 arrows appear that suggest that I could page through the PDF Preview (see screenshot below). However clicking on those grey arrows does not seem to do anything.
