Research papers appearing as links only in ipad but mac has attachment

I downloaded a few research papers and added them to my collection on mac. Now on ipad they appear as links to arxiv etc. instead of actual attachments - only 2 of those showing up as a proper pdf to read.
Sync is complete, storage in the cloud account is available
