Epub pagination / page numbers

I'm trying to understand why some ePubs in Zotero have page numbers and others do not. Of course, ePubs are not paginated like printed books or PDFs -- I get that. I also understand that some publishers now embed more data about the pagination. But there seems to be an internal discrepancy between where this works and where it doesn't.

This is most impactful when using Zotero as ePub reader to make annotations and highlights on books. For some documents, the page number is assigned to the annotation. For other books, no page number is attached -- and at least in the (Win) desktop Zotero 7 and the 8 beta, the user cannot manually add a page number to an ePub annotation. (It's obviously possible to edit the page numbers with a PDF annotation, and Zotero does a great job of automatically paginating with the PDFs.)

This is a huge drawback for trying to use Zotero as a reference manager and reader.
