Show/hide tag pane button difficult to hit

On Windows XP, the show/hide tag pane 'button' (which looks like a line of dots sided by two small arrows) is difficult to target with the mouse cursor. It feels like it's only 3 or 4 pixels high. Additionally, if you hover just above or just below this narrow airstrip the mouse cursor changes to a vertical resize cursor, which is quite confusing.

I think it would be better if the 'button' was a little higher (not necessary visually, but certain in terms of the hovering area) and if the vertical resize didn't show up just above and below it (but only to the left and right of it). Also, if the active area of the button is higher, there is no need for it to be so wide as it is now.
