Hello. I had the pleasure of having my old computer blow up and am transferring all of my accounts over to the new. I have opted not to store any attachments on Zotero web storage. I am having an error that I have exceeded the storage limit. Is there some way to refresh the server site so that the attachments are deleted and only the primary biblio is retained??

You can turn off file syncing in the sync tab of the Zotero preferences (that's not quite what you're asking, but it'll get rid of the error and prevent it from coming up again in the future, which seems like the relevant bit here).
