Working with tags

Suggestion: when navigating among tags in a list that's already present from downloading data for an item, I'd like the down arrow key to proceed down in the tag list, not jump to the next bibliographic item in my list.

If you're talking about the Tags section of the item pane, you can navigate that with Tab/Shift-Tab, like any other item field. Up/Down-Arrow will move between sections when a section header is focused.
