Upgrade StorageSync annotations without attachment files?

In File Syncing option, I uncheck the "sync attachment files" to save spaces. Is it possible to still synch the annotation from the Zotero PDF viewer to the cloud? And then when some time in the future, with a fresh new device, download that annotation and automatically implemented on a new pdf upload (same pdf file, placed on the same entry)?
