not highlighting

The highlight and underline function do not work on some of my PDFs while the other annotation functions do, and for the life of me, I cannot figure out the difference between the documents where it works and where it doesn't. The (un)functionality id consistent across devices and web v. app. Any idea what's up?

    Most likely the files just don't have a text layer. You wouldn't be able to select text either. You'd have to OCR them using an external tool.
