Files from Mac not syncing to zotero.org (and thus not to iPad)

I'm having a persistent issue with file synchronization between my Zotero desktop app on Mac and my Zotero online library. I am using the Zotero iPad app, but files are not showing up there because they are not being uploaded to zotero.org.
Problem: PDFs added to my Zotero library on my Mac are not being uploaded to the Zotero online library, even though the metadata (titles, authors) sync correctly.
Result on iPad: When I try to open a file on my iPad, I get the error message: "The attached file is not available in the online library. Please check that the file has synced on the device where it was added."
I have already performed the following steps:
Confirmed Mac Settings: I checked my Zotero Preferences on my Mac and verified that the "Syncing" section is enabled for files using Zotero Storage. The data directory is correct.
Checked Storage: I confirmed on zotero.org/storage that my storage space is empty (0% used), so the issue is not a quota problem.
Manual Upload Attempt: I tried adding a PDF manually via drag-and-drop to a library item on my Mac. The PDF appeared locally, but it was not uploaded to zotero.org after syncing.
Reset Sync History: I went to Zotero > Preferences > Sync > Reset and chose "Reset File Sync History...". This process completed, but it did not fix the upload issue.
The problem seems to be a blockage of the file upload from my Mac to the Zotero server.

dstillmanYou're just at your Zotero Storage quota, as it suggests at the top of Files Not Syncing. Zotero would be showing a warning in the toolbar on every sync on that computer.
