we can read:

Up to 9 tags can be assigned colors and numbers. For further documentation see Colored Tags.

The Zotero manual in the link acknowledge it is Work in Progress. From Mastering Zotero:

Mastering Zotero will be a comprehensive user guide for the Zotero reference manager. Writing has just started, and entries on many topics still need to be written. Entries that are already in a usable state are listed below.

And looking it on GitHub it seems an abandoned project, as it is non-updated since 7 years ago.
