求助，文档是pdf扫描版，未安装任何插件，无法使用高亮和下划线文本，但可以用框选、绘图，这种情况应该如何解决？谢谢！

The PDF file doesn't have a text layer. You'll need to use OCR software to create one. After that, you'll be able to annotate the PDF normally.
