How do you actually enable file syncing? Where precisely is the option to enable it?

I'm new to Zotero. I'm working on a transition from a Mendeley database. I want to use Zotero.org's cloud storage. However, for the life of me, I can't actually find where in the Zotero app to instruct the program to upload the actual pdfs of papers, rather than just the citations. I'm looking on the documentation here:

It says you can set up file syncing, but I can't actually find that option. I'll probably have to pay for some storage, and that's fine. But where do I actually find the option to tell the Zotero software to upload files, not just citations, to the cloud? The documentation simply says you can enable/disable file syncing. But for the life of me I can't find where exactly that option is in the program.
