Make each section of endnotes give a full reference for an initial entry

I'm using Zotero on my Mac for a large book manuscript with different sections. Each section has a separate group of endnotes, but the manuscript must go to my publisher as one Word document. How do I make sure that each section of endnotes gives a full reference the first time (and a shortened reference from then on within the section), even if the item being referenced has appeared in an earlier section? Currently, the first reference in the manuscript is full and all subsequent references are shortened (even when the first reference was in an earlier section).

I think the only way to achieve this is have each chapter as a separate Word file, then export to PDF and splice them together at the very end.
Zotero doesn't "understand" chapters.
