Installer doesn't download application.ini

Hi all, I'm trying to install Zotero on a new work laptop (with Win 11) but the installer always fails to add the application.ini file to the Zotero folder. This causes Zotero to fail upon starting ("cannot read application.ini"). I tried manually unpacking the file and copying it into the newly created Zotero programs folder but it still fails to read it. The same error occurs even when I uninstall and delete all folders and reinstall. Any ideas what could still be going wrong here? I'm happy to provide more details if needed. Thanks!!

    (When reporting problems, it's best to just focus on what's actually happening — in this case the error message at startup. Without more debugging, it's not possible to say what the specific technical issue is. The installer doesn't "download" anything, so it's definitely not that.)

    You should talk to your IT department. No one has ever reported this error, so it's something specific to your system, and likely some sort of third-party security software or group policy they're using.

    You can also try installing the Zotero 7.1 beta to see if that's different. You can also try just extracting the ZIP version of 7.0 or 7.1 beta, which avoids the installer.
