Zotro not synching

I just added Zotero 7 to a new PC. I can't get it to sync with the Zotero 7 files I have on my laptop. All I have on my new PC is a blank Zotero page with no tabs, icons, or anything that I can use. I have uninstalled and re-installed several times, and I get "nothing new."

Any suggestions?

Note that the account you're posting from is an empty account with nothing in the online library.
