Cannot open Notes Pane from keyboard

If I press Enter or Space Bar after reaching the Notes Pane icon, it goes to the Context Pane instead of opening the Notes Pane.

Zotero 7.1-beta.36+1eacc8bbd (64-bit)
Windows 10

I still see the problem in the latest beta version:

From the top of the sidebar:

I can move down with the arrow key to focus the Notes Pane icon:

But if I press Enter or Space key from there, it focuses the Context Pane instead of opening the Notes Pane:
