for other publishers, the rss feeder works well. But for IEEE publisher, the latest content cannot be loaded.

AbeJellinekRestart in Troubleshooting Mode (Help -> "Restart in Troubleshooting Mode...”), which temporarily disables all plugins. Remove the feed completely and add it again. If that fixes it, you'll need to figure out which plugin is responsible and report the issue to its developer.
