Restore PDFs with annotations from unsynced files

I recently changed laptops and re synced Zotero. The previous time it was fine but this time I had gone over my storage amount. I upgraded to a higher storage amount but the files are not syncing.

I can see that it has the file saved with the annotations but I am unsure how to either transfer them to a new document or restore that now that I have a higher storage limit.

Upgrading your storage now doesn't somehow make files that couldn't be uploaded before available online. You'd have to now sync the computer where the files actually exist. See Files Not Syncing.
