New style Request: Science (without titles) that includes all authors

Because of recent changes to NIH review processes and keyword searches, there is a need for an output style that includes all authors (per NIH, "et al" is not allowed), includes the PMID/PMCID/doi, but does include the publication title. I tried to do this and struggled. Anyone up for the challenge? It will be a service to science!
  • Can you point to a place that says "et al." is not allowed in NIH grants? Or that it does not include titles? This is not something I see mentioned (but things are changing fast). Here is currently the relevant part on NIH's webpage:

    The citation style NIH suggests in case you want to use one, https://www.ncbi.nlm.nih.gov/books/NBK7256/, explicitly allows for et al. and has titles. I could not find a stipulation in SF424, including the latest version I.

    (The Zotero style for NLM, https://www.zotero.org/styles/national-library-of-medicine-grant-proposals , was designed to cover the PMCID/PMID requirement, so I use it for citations in NIH grants.)
